Backing our villages. Building our future.
East Cleveland is a place of proud communities, rich heritage, and enormous potential. Yet for too long, our villages and towns have risked being overlooked in regional plans.
The East Cleveland Economic Growth Plan sets out a clear vision: every resident should share in the opportunities of the region’s growth. This means:
- Fair investment for every community – no village left behind.
- Better transport links – so people can reach jobs, healthcare, and education.
- Stronger skills and training – opportunities for young people and adults alike.
- Thriving high streets and businesses – from industrial estates to local shops.
- Decent, affordable housing – and healthier communities with fair access to services.
- Partnership with communities – recognising the vital role of voluntary and community groups.
- Long-term planning – so employers, councils, and residents can all play their part.

A united call for action
The plan has been developed in discussion with businesses, voluntary organisations, local leaders – and most importantly, building on the feedback Luke receives from residents every day. Residents love living in East Cleveland, but want it to get a fair deal.
The plan has been submitted to the Tees Valley Combined Authority, and together we are calling on them and their partners to take these policies forward and embed these principles in their plans.
