Today (1 July 2026), Luke Myer MP again pressed ministers on the growing fleecehold scandal as the Government continues to develop work on new protections for homeowners.

Speaking with Housing Minister Matthew Pennycook this afternoon in Parliament, Luke was told officials are currently working through a large volume of responses to the Government’s major consultation on strengthening protections for freeholders on privately managed estates, which closed in March.

The discussion follows campaigning by Luke on behalf of affected residents. Since first raising fleecehold in Parliament, he has hosted resident roundtables in South Middlesbrough and Guisborough, submitted detailed evidence to Government, questioned ministers in the Commons, met residents and developers in the constituency, and repeatedly raised the issue directly with ministers including Minister Pennycook.

The Government has committed to ending unfair practices in the sector, with proposals including stronger rights for homeowners, greater transparency over estate charges, tougher regulation of managing agents and action to reduce the need for private estate management in future. However, with the prospect of a new Prime Minister and new ministerial team on the horizon, Luke is committed to continuing to keep the issue on the agenda whoever is in power.

“I’ll continue working with ministers to make sure these reforms deliver a fair deal for homeowners across Middlesbrough South and East Cleveland. Whoever holds this brief in the months ahead, I’ll keep pressing until residents get the protections they deserve.”
