Tough new crackdown on Hemlington Lake ASB

8 October 2026

Tough new powers to tackle anti-social behaviour at Hemlington Lake are on the way, following a campaign by local Labour councillors Nicky Walker and Tom Mohan, backed by Luke Myer MP.

Labour Mayor Chris Cooke has announced plans for a new Public Space Protection Order (PSPO), giving police and council officers extra powers to tackle nuisance behaviour, with consultation expected in the coming months.

Residents have complained for years about drugs, drinking, sexual activity, littering and other unacceptable behaviour around the lake. Since Labour took control of Middlesbrough Council in 2023, Nicky, Tom and Luke have been pushing for action – securing new CCTV, extra bins, signage and enforcement patrols. The latest plans are another step towards tackling problems which went unchecked for years.

Luke has backed the councillors’ campaign, repeatedly raising residents’ concerns with Mayor Chris Cooke and Cleveland Police, while also supporting responsible members of Hemlington Angling Club. At his Hemlington surgery on Saturday, Luke and Tom heard further complaints from frustrated residents, with Luke promising to continue to push for a PSPO.

The proposals are part of eight new orders announced by the Labour Mayor across Middlesbrough, including measures tackling nuisance motorbikes and anti-social behaviour. Luke is also pressing Ministers for stronger police powers, more neighbourhood officers and fairer funding for Cleveland Police across Middlesbrough and East Cleveland.

Luke Myer MP said:

“People in Hemlington have put up with this behaviour for far too long. Nicky and Tom have worked tirelessly to get things sorted, and I’ve been proud to back them. We’ve already made progress, but residents want tougher action. That’s why I’m pleased the council are bringing forward these new powers.”

Cllrs Nicky Walker and Tom Mohan said:

“We’ve spent years listening to residents and fighting to improve the lake. The new CCTV and enforcement have made a difference, but there’s more to do. These tougher powers are another important step towards making sure everyone can enjoy Hemlington Lake safely.”
